sending error 0x800CCC0F and charter.net

I'm running WinXP Pro and have Outlook 2003.

(Using my laptop)

My internet service provider is through Charter Communications
(charter.net). I'm able to successfully send and receive email when I am
connected at home thru my ISP (charter) using Outlook 2003. However, when I'm
at my friend's house and connect thru her ISP (at&t sbcglobal.net), I open
Outlook 2003 and try to check my charter.net email... I'm only able to
receive my emails and not send.

Is there something I have wrong, such as settings? Server port numbers? Or
does Charter.net simply block me from sending email whenever I am NOT
connected through their ISP?

Well thats bcuz the outgoing server is associated with charter and you are
conneced using at&t connection so the outgoing server probably must be at&t
sbcglobal.net
