I cannot send email in Outlook 2002 but can receive when away from home.

At home, I use Outlook 2002 on Charter high speed cable. I can send and
receive all email. On the road, in a hotel room, library, or other
connection (wireless or LAN) I can receive email but Outlook 2002 will not
send. I alway receive an error message,
Task 'pop.charter.net sending and receiving' reported error (0x800ccc67) :
'Unknown error 0x800ccc67'

I spoke to Charter Cable Tech. After diagnosis, the tech guy stated that it
was a Microsoft problem not a Charter problem.

What can be done to solve this problem? Are there settings which need to be
corrected?

No, it's Charter. They don't allow you to use their SMTP server outside
their network without authentication (which is normal for all providers).
Configure your SMTP server to use authentication or use the SMTP server
setting from the network that you are on.
