sending a ".msg" email attachment

Hi. One of the procedures in my workplace involves
drafting an email for my boss in Outlook, and then sending
it to him as an attachment in .msg format. He will then
open the .msg attachment, make some changes, and then send
out the email in his name. However, we encounter a
problem: whenever he opened the .msg attachment,
the "Send" button is greyed-out and does not allow him to
send the email.

How do I solve this? We don't want to merely copy and
paste the message into a new email. There must be an
option we can use? Many thanks!
