Send update to attendees window not appearing

Could anyone tell me why I do not have the 'Send Update to Attendees' window
that says "You have made changes to the list of attendees. Choose one of the
following: Send updates only to added or deleted attendees or Send updates to
all attendees?

This window should come up after I hit "Send Update".
