"send to mail recipient" fails

I right-click on a picture that I want to attach to an email. I select "send
to mail recipient". Vist reports : "preparing to send", then nothing more
happens.
 
Go into Default Programs, then "Set your default programs."
Click on Windows Mail. Make sure it says "This program has
all its defaults."
