Send/Receive: Operation Failed / Accounts: Fatal Error

Outlook 2002-
When clicking Send/Receive I get a "Operation Failed" message. Send/Receive
also disappeared from my 'Standad' toolbar pull down-menu. I can not send or
receive. It is not my email accounts problem because when I test the
settings, everything runs smoothly and I find the test email in the webmail
version of my accounts.

I uninstalled all of Office and then reinstalled. no change. I moved and
then deleted the personal files in the c:\documents and settings\user
name\application data\microsoft\outlook\ folder so that the settings
wouldn't be pulled in. Somehow one file managed to come back, and the problem
still exists.

When I click on Accounts while in the New Message box, a fatal error
occurs...without any more details than that.

This has been going on for a month! I can't fix it. Any ideas?!

Reset the Toolbar; all Toolbar customizations will be lost and the Toolbar
will reset to what it looked like when you first installed Outlook. To do
this locate outcmd.dat and rename it to outcmd.old when Outlook is closed.
By default you can find it here;
C:\Documents and Settings\%username%\Application Data\Microsoft\Outlook

have multiple email addresses in it now, it won't let me move them up or down
in ordering.

I had the same issue with send/receive and followed Robert's solution.
Worked for me too!
[Strangely when the problem first emerged even though "operation failed"
appeared if I tried to 'send/receive' and nothing at all appeared when I
clicked 'define send/receive groups' Outlook was sending and receiving mail
in all 3 of my e-mail accounts automatically - not sure of the time settings
but it was not quite immediate.]

In any event problem fixed - thanks.
