send receive freeze

I can only send/receive once in outlook 2003 and then I need to restart my
computer at least to receive new emails (it appears I can send okay!).
Suggestions?
 
What happens when you try a second send/receive?

actually nothing happens. The send/receive box does not show up. I can
click on send/receive but there is no "response" from the computer.
 
If you use the Test Account Settings option under your mail account, what
does the error tab say? Please quote the exact message.

well that's the weird thing. All is "completed" and there is no error
although, again without restarting no new email shows up in the inbox or sent
box.
