Outlook 2003 doesn't send emails until restar

Hi!
I have strange problem with Outlook 2003. Sometimes it can't send emails
(even after send/receive button). It stands that send/receive process is
complete (without any errors) but message still remains in outbox folder.
When this problem occure I have to restart Outlook and after that it works
correctly
The problem spawns not only in my computer but also on other computer in
company.

I use outlook 2003+pop3 account without any antivirus software.

I have been having the same problem recently. I wonder if it has to do with
the recent IE8 upgrade? Outlook won't send or receive anything until I
restart the program. Have to do that several times a day.

I don't think that is problem of update to IE 8 because this problem has
occurred when IE was the current version. Besides that I can receive mails
and the problem is with sending...
