Send/Receive does not work Outlook 2002

I recently deleted and replaced my email account. The settings are exactly
right. Test works perfectly. However send/receive does not work, so I can't
sent or receive emails. What do I do?
 
What sort of mail account do you have? Are you getting an error message?
If so, what is it?
