send mail to contact error message

Outlook 2003. I have recently created a new Contacts folders for our PTA but
when I highlight one of the contacts and select Actions/New Message to
Contact the following error message appears "you must first enter a valid
email address for this contact before Outlook can send mail to it". It pauses
then opens the send message folder as normal. There are a couple of contacts
where the message does not appear and the behaviuor is normal.
 
Is this folder enabled as an email address book in its properties?
Are the email addresses therein valid and resolved?
