Send button won't work in Outlook 2002

Can anyone help please?
My ISP has confirmed by connection settings are all OK. I have 2 user
accounts on my Windows XP computer, and both of them use Outlook 2002. One
account is able to happily send and receive e-mails, yet the other can only
receive e-mails. When I press the Send button, nothing happens (the e-mail
editor window stays open on the display, as against disappearing like normal,
and nothing is seen in the Outbox nor Sent items).
I have recently been trying to add a Google Mail POP account (in addition to
my main ISP POP account) to the User account that can not send e-mails. I
wonder whether trying to set up the 2nd account has corrupted Outlook?
I also note that under Tools/Options/Mail Set-up/Send-Receive, if I try to
add another group (e.g. the GoogleMail POP account above), I can get
"Operation Failed" pop-up window. Also, if I click on All Accounts and try to
edit, I also get "The Operation Failed".

Thanks for your reply. I'll give that a go. However, I should first ask you
how to do it? When you say reset, what do you mean? If it doesn't work, I'll
follow your web link. Thanks again.

How resetting works? As I said; by renaming the indicated files to .old.
Moving them out of the folder onto your Desktop will work as well.
