Cannot create new e-mail address even though all settings are righ

I use Microsoft Outlook 2002. Our website is through GoDaddy so our e-mails
are received and sent from there as a third party but we manage them in
Outlook 2002. We already have 3 e-mail addresses on this system that function
absolutely fine. I tried to add a fourth e-mail address today.

I made the settings exactly the same as for the original 3 e-mail addresses,
then I hit Test Account Settings. Everything worked fine during the test. I
tried to do a Send/Receive to get the test e-mail that Outlook automatically
sends but nothing came through. Then I sent other test e-mails to the new
address and nothing showed up in my Outlook Inbox. I was able to send e-mail
successfully from this new e-mail address. When I accessed the account on
GoDaddy all of the test e-mails were in the Inbox there but they never came
into Outlook. The GoDaddy people have no idea what is going on.

So basically I have a new e-mail account, set up through our website with
GoDaddy and being managed through Outlook 2002. I can send and receive
e-mails on the GoDaddy website but can only send e-mails from Outlook on the
address, even though all the account settings check out.

PLEASE HELP

If it is a POP account at GoDaddy, enable the troubleshooting logging in
Outlook. However, it would be best to disable all other accounts and
test just the problematic account to avoid mixing POP commands from
different accounts in the same logfile. With e-mails (new to Outlook)
sitting in your Inbox (as seen using the webmail interface), do a mail
poll in Outlook of that account. Then check the logfile to see the
result of the LIST command. If no items are returned from the LIST (or
UIDL) command then the mail server is telling the e-mail client that
there are no items in the mailbox. If the client is told there are no
items, it can't check which ones are new to retrieve them. The e-mail
client is told there is nothing in the mailbox.
