I have the same problem with this patch and KB886906 as well.
The event viewer shows:

Description:
Installation Failure: Windows failed to install the following update with
error 0x80070643: Security Update for Microsoft .NET Framework, Version 1.1
Service Pack 1 (KB886903).
I attempted to repair the .NET Framework was unsuccessful. Not sure what to
try next. Any thoughts?
I was able to download and install the other updates (Feb 8, 2005) through
Windows Update.
I downloaded the two patches manually and tried to install. After a couple
of seconds I get a box titled: SL92.tmp - Common Language Runtime Debugging
Services. The text in the box states: Application has generated an exception
that could not be handled. Process id=0x46c (1132), Thread id=0x9ec (2540).
Click OK to terminate the application. Click CANCEL to debug the application.
If I hit CANCEL, another box pops up that is titled: SL92.tmp - No debugger
found. The text for the box states: Registered JIT debugger is not available.
An attempt to launch a JIT debugger with the following command resulted in an
error code of 0x2 (2). Please check computer settings. cordbg.exe !a 0x46c
