Security Update for Microsoft Windows (819696)

I have downloaded the above security update over the past
several weeks already a number of times (at least 20
times) but Windows Update keeps on insisting that I
should download the update although it appears already
many times as successfully downloaded in the 'history of
downloaded updates'. What do I need to do to solve this
problem?

Hi Charles,

Start/run services.msc

Scroll to the Automatic Updates and double click it. "Stop" the service, set
the startup type to disabled. Click apply/ok and reboot. When finished,
reverse the steps and reenable the service. See if this helps.
