Security update caused problem with Outlook Express

Hello,
Earlier today I ran the rollup update WindowsXP-KB826939-x86-ENU.exe to
update Windows XP home edition OEM. Following that, if I clicked an
internet link in an email in Outlook Express it would cause OE to stop
responding and I then had to end OE using the Task Manager. I was able to
get the link function to work properly again by doing a System Restore to a
restore point of 10/21/03. So my problem appears to be solved, but my
question now is: has this eliminated the patches added by
WindowsXP-KB826939-x86-ENU.exe? If the patches are now gone, what should I
do to eliminate security faults without causing the internet link problem to
come back?

It is apparently a cumulative-patch (several updates and hotfixes rolled
into one)
Below is a link to MS page describing the updates/hotfixes that it replaces;

Thus you can probably do without it by makeing sure of the things it
replaces !

Thanks Robert,
From that link I found an article titles something like "getting HTTP
hyperlinks in OE to open IE". I had to type regsvr urlmon.dll in the "Run"
box because the file type folder options were still set correctly. Anyway,
I ran regsvr urlmon.dll, and things seem back to normal now.
