Security Center disabled but restartable within Computer Managemen

I'm using Symantec Norton Internet Security 2006 and Norton System Works 2003.
Within Computer Management, the Services submenu shows:
Name:Security Center;
Description: Monitors system security settings and configurations.
Status: blank
Startup Type: Boot
Log On As: Local System
Within Security Center Properties, Path to executable:
\SystemRoot\C:\WINDOWS\System32\svchost.exe -k netsvcs
As I said in the title, the service is able to be Started....
Spybot (a trouble shooting program) shows the following registry entry:
Microsoft.WindowsSecurityCenter_disabled
Settings:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc\Start!=W=2

My question then is can I simply go into regedit and change a value, say
Start = 1 and ENABLE the Security Center?

No. When you installed NIS, you were asked if you wished to use the NIS
Security Console (or whatever they call it) instead of the XP SP2 one. You
said "yes". Since the SP2 Security Center is merely an alerter, this is
fine. Leave things alone. For information about the Spybot entry:
