Windows Security Center

When I try to access the Security Center, Windows shows the following message
"The Security Center is currently unavailable because the "Security Center"
service has not been started or was stopped. Please close this window,
restart the computer (or start the "Security Center" service), and then open
the Security Center again."
I went to the Security Center to check the status of the Windows Firewall.
It is turned on even though I have my Norton Filewall turned on. The block
to turn it off is greyed out.
I have rebooted my computer several times but the "Security Center" has not
been started. I ran MSCONFIG and can't find any function that has been
turned off that relates to the "Security Center", Uninterruptible Power and
WinFaxPro have been turned off.
How do I start "Security Center" and get it in the start up file?

When you installed your Norton product, you chose to use its version of
a "security console" in lieu of the Windows Security Center. So this is
why the Security Center doesn't come up. But you don't need the Security
Center to come up anyway in this situation. To manage the Windows
Firewall, do Start>Run>services.msc [enter]. Scroll down to the entry
for the Windows Firewall and double-click it. You can stop the service
(if it is really running) and set it to "Disabled" from there.
