Security Center problem

I cannot start my Windows Firewall. I get a message saying the Security
Center is off. I went to "Services.msc" clicked to automatic, clicked to
start and got this message: "Could not start security center service on local
computer. Error 1068: The dependency service or group failed to start."

My first thought - are you running any Norton Internet Security software?

I am running AVG free virus protection. I do not have Norton anything
installed.

Did you check that the dependencies are running?
Double click the security center then click the dependencies tab, note
these and make sure they are running.

I don't see any tabs to click on in the security center.
Just a message saying the service is unavailable.

Try This one

Start > Run > Regedit > Navigate to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc

on the Right Pane Double Click on "DependOnService" and put the Value data as

RpcSs
winmgmt
