secure sites and server errors

I can't access any secure sites-hotmail, USC e-mail, or other "https" sites. I've tried restoring all of my security, privacy and cookie settings back to default, but nothing is working. Every time I try to log in I get the "Can not display page" message. Any ideas as to what's causing all of my programs (Internet Explorer, MSN Explorer) to lock me out? Thanks

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.

Another thing you can try is:
Go to start/run
Type in: regsvr32 softpub.dll

Kaylene, one of your suggested sites (http://support.microsoft.com/default.aspx?scid=kb;en-us;303807) suggests on "Method 2" that I try deleting existing User Profile. I followed the steps, but I don't have a User Profile tab under Systems in the Control Panel. I have Windows ME. I can't access any secure sites, so I can't even pay my online phone ebill, and I can't even use the "Contact Us" link on the phone company web site. I just get the Can't Display, or Can't find server error messages. This has happened for about 5 days, and I'm really frustrated. I've tried many of the suggestions given by various posters on this board--and thanks to all who have tried to help--but nothing works. I can't download updates, I get an error message on that, too. I'm lost...
