I have the exact same problem here, went and performed the suggested operations, but am still getting the slow "wavy" scroll in browsers, Office applications, and most programs. The only place that I do not have a problem with the "wavy" scroll is in plain text windows such as this reply window or in the response areas.
I am running WinXP Pro on an Athlon XP 2600, 2.3GHz, 512MB RAM, GeForce FX 5200 Ultra (with updated drivers).

Visit the support website of the manufacturer of your computer or video card,
search for the Windows XP drivers for your video adapter, download
and install them.
Afterward, right-click on your Desktop and select:
