SCROLLING DILEMMA

Update the video card drivers and the motherboard chipset drivers. This is
not a scroll problem but a display problem.

Or back your refresh rate and/or display size down. Right click the
desk top/Properties/Settings. Your monitor may statically display a
picture at the current rate and/or size but not be able to keep up when
something needs to move.
