Scroll speed

When I scroll down an Office Application document or Internet Explorer
webpage, the scroll speed is very slow and respond very slowly. Why is that
so and how do I go about solving this problem?
 
Smooth scrolling is a checkbox at IE, tools menu, options, advanced tab.
