The scroll starts at the bottom of the page in one file. It starts at the
top, as it should, for all other files. How do I change the scroll to start
at the top on the one file that starts at the bottom?

Try resaving the file with the scroll bar at the top. This is just a guess
but....

Scroll bars appear wherever they're needed. If the file is too long to fit
on a single screen, a vertical scroll bar appears; if too wide, a
horizontal scroll bar appears. If file is too wide and too long, both
horizontal and vertical scroll bars will be present.

Cannot tell you how to change the file in question since you did not
mention what kind it is. An example: if text is involved, change the page
margins (or turn on word wrap) so that each line of text is narrow enough
to fit the width of the window normally used to view it.

NOTE: Careful with adjusting margins. If you resize the window displaying
the text, the scroll bars will reappear and if you decide to print the
document the results may not be what you expected.

I think I misunderstood your first post. Have a suggestion: Check in the
options of the program that created the file. Reason: Some -but not all- of
the Office programs have a setting that when enabled will open a file at
the point in the document where you stopped working. Even if not using an
Office program, the originating application may have a similar setting.

When you resaved the file, was the cursor at the top of the file? If yes,
I'm out of ideas.
