scroll bar double moves each click on IE or OutlookX

Whenever I scroll the scroll bar makes two moves.
Therefore, I lose the page in between the one that I
started from and the one the I reach with the one click.

I changed the mouse and the same happens. I have to resort
to using "page down" or keep the curser close to the end
of the sliding bar.

Any ideas?

I would think you got this effect from the security update MS03-048/KB824145.
Microsoft is aware of this problem with KB824145 and looking into it.
