scroll bar advances 1 1/2 pages

Since downloading/installing AOL 9.0 I have noticed that
clicking in the the scroll bar space...(not arrow)...
....on web pages only...advance material 1 1/2 pages
.....rendering it necessary to backscroll 1/2 page to
continue reading/viewing material.
"Page Down" button works just fine.
AOL Techs (seveal) have attempted what they know, and now
say it is probably a Windows (98SE) issue.
Any suggestions?


Attempted fixes:
Minimized resources (512MB ram - 66% free)
Virus check (negative) -House Call
Cleared Cache
Scan Disk (thorough)
defragged
Repair Internet Explorer
set (AOL) font size to 'medium'
ran AOL 'Fix It'
Uninstalled AOL 9.0 - Reinstalled AOL 9.0
changed 'Online Art' to 35 - then back to 60
uninstalled AOL adapter
Uninstalled Internet Explorer 6 - reinstalled IE 6
Deleted 'STYLE.LST' and 'STYLE.IND' (AOL files)
ran (MSDOS) scanreg /fix/opt

Caused by a bug in the recent Q824145 patch.
Microsoft probably knows about it by now.
Fix will be soon.....hopefully.....

position cursor 'close' to the top/bottom of the
slider and it will scroll one window. farther away
from slider and it will scroll farther.

press on actual slider and it slides as you move mouse
(desktop computer...laptop will be using the button
or touchpad)

might try using the............
up/down arrow keys (adjust in keyboard properties
window).
pageup/pagedown keys do what is obvious.
home/end keys are too good to be true.

right click scrollbar
menu pops up
select an option

Fix for the recent scroll problem.
In display/appearance/advanced change the
scrollbar to size 1. This way you will be forced
to use the keyboard and/or mouse wheel to scroll.

Uninstalling q824145, flushing history, and cache and
restarting computer did not fix the scroll bar issue.

Until the new version comes out you may have to live with it.

Drag the scroll bar when you need to.
Also placing your cursor below the down arrow key instead of on the pointer
may help.
