Bob,
Look for brightness/contrats controls on the monitor itself. Its the easiest
way to control brightness/contrast.

Use the monitor or go into display properties and see if your video card has
a selection for adjusting colors and refresh rate. Might help some, but
normally when the monitor gets to the point where you can not adjust the
brightness and contrast then you have trouble. Since you did not provide
any information on model, size, and age it is awful hard to suggest
anything. If the monitor could be changed out on another computer you could
know real quick if it is the monitor.
