One of your hard drives - where your temporary space is for said
application.
In other words - check all of your hard drives for space, run a Disk Cleanup
and the likes.

Sounds like an error message from Photoshop or Photoshop Elements rather
than WindowsXP. Photoshop can be configured to use hard disk space on up to
4 partitions or volumes. These Scratch Disks serve the same purpose as
Windows' swap files but are optomised for Photoshop's sole use. Look at your
Preferences for the Scratch disk in the app. In Photoshop its under
Edit-Preferences-Plugins and Scratch Disk. then assign other volumes to also
serve as Scratch Disks.

If it is Photoshop these seem to arise by improper closure of the
program. As the program closes it cleans the scratch disk. Improper
closure leaves stuff there.

If so: I suggest (with disclaimers: it's your computer, you probably
generated the mess however unwittingly) that you undeclare the full
scratch disk, do a couple of reboots after making sute that the
corrupted scratch disk has been fully removed.

Then fully resolve to close the program properly henceforth and
immediately :)

I tend to agree with Deebs. The problem might also have occured after a scan
directly into Photoshop crashed
