A scratch disk for graphics programs means a swap file where information
can be temporarily stored. It is always best for graphics programs like
Photoshop (and I suppose Photo Deluxe) to have their scratch disk set
on a different hard drive or a different partition if you don't have a
second hard drive. You also need a fair amount of RAM - at least 512MB
depending on how you use these types of programs; more RAM is always
better.
Open the program and look in its preferences to see where you have set
the scratch disk. If you only have one hard drive and it *is* pretty
full, then consider adding a second drive.
