scf files not working

Installing a rather old game on my Windows XP Home machine
apparently messed up my .scf file association. The Show
Desktop.scf icon in the Quick Launch Bar would not
function, nor would the other .scf files provided with
Windows. I uninstalled the game, deleted the original
Show Desktop.scf file, ran a script that 'reset' my .scf
file association, and re-created the Show Desktop.scf
script file per a MS KB article (don't remember the
number). Now, when I run ANY .scf file, including Show
Desktop.scf, Windows goes into an endless loop trying to
download something. A File Download window appears and
flashes on and off rapidly, again as if in an endless
loop. I must re-boot to end the loop. I have no idea
what to do and would appreciate any help you can provide.

I should also mention that when I restart while the
endless download window is displayed, I'm presented with
the following dialog box right before re-start:

explorer.exe - DLL initialization failed
The app failed to initialize because the window station is
shutting down.

Also, the WINDOW KEY+D combination functions properly,
minimizing all apps and bringing up the desktop.

Doug, it was your SCF File Association repair script that
I ran to try to correct the problem. I've been poking
around the registry to see if anything obvious stands out,
but I haven't found anything. When I run a .scf file, I
get stuck in an endless download loop (though I have no
idea what the script is trying to download). It seems as
if the Command=ToggleDesktop portion of the .scf script
isn't working, because I do get the correct Show Desktop
icon. Here's the .scf script:

[Shell]
Command=2
IconFile=explorer.exe,3
[Taskbar]
Command=ToggleDesktop

I wish I knew what was happening.
