Scanner or Camera in use...

When I plug my digital camera (or anyone else's for that matter) into my PC,
and attempt to transfer pictures, I get the error that the "Scanner or Camera
is in use" and to try again later.

Troubleshooting steps already taken:
1) Tried the camera on another PC and it works fine
2) Tired another digital camera on the PC and get the same message (This is
how I've narrowed it to the PC
3) Tried accessing the pictures by right clicking on the camera through "my
computer"
4) Tried importing the pictures from Picasa directly

It almost seems like a driver issue, but unfortunately this is where my
knowledge ends. If you have any tips I would greatly appreciate it.

The "in use" message often means that the PC knows the camera is there, but
cannot "talk" to it.
A wild guess if it's not software would be that the USB port is
underpowered, not a USB 2.0 port, etc.
