scanjet and xp

I just purchased a hp scanjet 3570c to use with my new xp
pro and copmputer. I keep getting the 1931 error message
and the scanner will not work. Any help would be
appreciated.

Did you read and follow the HP instructions?
You install the scanner software first, before you connect
the scanner.

Then you plug the scanner in, when directed by the
installation program, and the drivers are installed.

If you plug the scanner in first, XP will install its
default drivers and the scanner won't work or it won't work
correctly.
Remove (unplug) the hardware)
Use device manager to remove the scanner and if necessary,
the USB ports...then reboot and install following the
directions.

This means that the instillation program cannot replace protected system files. Make sure you have the latest Windows Updates and as he said the Drivers are installed correctly.
