Saving Settings

I need help here. Can anybody help me to fix this saving settings problem.My
pc doesnt save settings when reboot or shutting down. Plz help me Thanks

As in personlize settings .... because my setting didnt saved when shutting
windows ... i got to do the same old thing to unblock things using the ms
firewall and other things.
