I send a cover letter e-mail with the exact same wording to the same person
every time I send a reservations of rights letter. How can I save this
repititious e-mail cover letter so I don't have to re-type it everytime I
need to send it out. I tried saving it as a draft, but once I pulled up the
draft and used it, it was no longer in my draft box.

Yes, Outlook has a template feature for this. Turn off Word as your email editor, create a new mail message to act as your template, then use the File | Save As command to save the file as an .oft template file, maybe to your desktop if you plan to use it often. You will then be able to run the .oft file any time you want to create a new message based on the template.
