Sending E-mail as original

What settings need to be made in order to achieve the following. (( User A
drafts e-mail 1 with attachments and recipients and saves it to drafts. Then
User A opens new e-mail and addresses to User B, then drags e-mail 1 into it
creating an embedded e-mail and sends to User B. User B wants to double click
on embedded e-mail, review it and hit send and it be sent as if User B had
drafted the original.)) PROBLEM: The send button is grayed out and there is
no action button. Is there a way to enable the send button?

Thanks, but is there a way to set up outlook so that User B could simply
double click on the embedded e-mail and have the send option be active rather
than greyed out and still appear to be the originator of the message?

Nope, as such attachments are treated as a file and not an internal Outlook
object. You have to "make it part of Outlook" first.
