Save as Desktop Item..

prior to a reinstall of Windows XP Pro, I used to be able to right click on a
web image and have the option to save it as an Active Desktop item and then
configure it to automatically synchronize. This is not "set as Background",
and it is not to save the entire html page/URL as the Active Desktop, but
just a select image, such as a weather radar map, to place and lock on the
desktop and have it auto update.

I no longer have this option available to "Set as Desktop item". Is there
something in Windows config that would give me this option again?
