SATA DVD/CD R/W is recognized, but does not disply CD contents

Drive is new, but has sat on the shelf for several months.
I installed it with my new MSI motherboard because it is SATA, and the MB only has 2 IDE ports which I have hard drives on.

SATA Liteon DVD RW tested in and works in my other Windows XP system.

The new MSI G31TM-P21 BIOS identified the drive.
Windows gives it a drive letter.

When I click to explore the drive, window opens, but never shows anything in it.
I tried two CDs.

I connected an external DVD via USB and it got the same drive letter (E) and works fine.

I connect the troublesome Liteon DVD R/W drive to USB adapter, and it works fine.

Note:
BIOS shows the SATA drive to be ATAPI. Is that normal?

Interesting additional information,
the two DVD drives are identical make and model.

The one in the external enclosure is a retail package called "EZ-Dub" Mfg date September 2006.
The other one is OEM version from my friendly computer store Mfg date Apr 2008.
