Safe senders end up in Junk Mail

I'm using Outlook 2007 to access my Hotmail account. Outlook continues to
send email from people on my Safe Senders list (addressess and domains) to my
Junk Email folder. Even after I click Not Junk, when I open my Inbox, it
sends the message to the Junk Folder. Any suggestions?
