safe sender emails going into junk folder

When searching through my junk mail folder, sometimes I'll find an email from
a regular sender whom I do not have as a blocked sender. Sometimes I'll get
an email from them, and sometimes it will be hung up in the junk folder. Why
would some emails get through, but not others?

Do you have other rules that might be pushing the email into the junk
folder? Do you stop processing after each email?

I'll check the rules area but I don't think that's the case here as this
email box doesn't have a lot of rules and it appears to be random addresses,
not always from the same one or two senders.

Also, what exactly do you mean by "stop processing after each email"?

When you create a rule there is a command to "stop processing more rules" in
the second screen
