Safe Recipients List

Outlook 2003

Hello. I am trying to better understand the reason I would add an email
address to the Safe Recipients List.

Is the concept here that Outlook's Junk Email Filter not only scans incoming
email but also outgoing email and therefore if I want to be sure an email
gets to an intended recipient I should add them to the Safe Recipients List?
Any other practical examples you might provide would be helpful.

The most common scenario is a mailing list that you belong do. The list's messages are distinguished by the fact that the To address is always the list address. Therefore, putting the list's To address in Safe Recipients ensures that the list's messages will not be considered junk.
