Does your TV handle multiple systems (i.e. PAL/NTSC)? If not, the
problem could be simply a mismatch between the formats of your source
material and the input expected by your TV. Determine if your video
clip is NTSC or PAL (the version of PAL - e.g. B/D/G, etc. can also
make a difference), and if it is different from the system in use in
your country, you may want to try to convert the clip to the
appropriate system and see if it works.

I just had another thought.

I have wondered, but never investigated, if the TV output from a PC is
of a fixed format, or if it is in fact dependent on the format of the
source material. If the former, then one would have to assume that PCs
sold in a given country would output the format appropriate for that
country. Hence if your PC and TV were purchased in areas that use
different TV systems, my previous response would not help you solve
your probem. Of course, if your TV is multi-system then your should
have no problems with any format discrepancies.

In your TV's onscreen menu, rummage around and
select for the input signal to be S-Video on that
specific RGB/Euroconnector/Perital socket.
It is default setting to be accepting an RGB signal
Just change it to be S-Video.
Note: I'm Assuming you are connecting a S-video
output device such as a camcorder to your TV via
the scart input.
If at a later time you connect another device to that
scart input - such as a UK vcr, freeview PVR etc etc
These devices will output a full RGB signal, so be sure
to reconfigure the TV input socket back to RGB
