runtime error

I am having similar problems to others usin win xp home. When I try to open
internet explorer, or my computer, or control panel. I get this message:
Runtime error: Program:C:\Program Files\Internet Explorer\iexplore.exe
This application has requested Runtime to terminate it in an unusual way.

The only way I can get to this news group is through my wife's user area
which seems to be uncorrupted. I have read some fixes but they involve the
use of the control panel to remove programs. I tried a system restore to last
week but it didn't work. One option that seems to have helped some is to
remove the google taskbar fro IE but how? if I can't get into IE or control
panel. I would be willing to try to uninstall and reinstall win IE and have
my xp disk, but how? I updated my av program and ran a virus scan but it
didn't help.
I could sure use help.
