Running Outlook services in background

Hello,
I have an email utility that sends emails (using MAPI). If I send
emails without Outlook active, the emails queue up in the Outbox until
I start Outlook. When Outlook is started, the queue is processed.

Is there a service provided by Outlook that can run in the background
to allow the emails to get sent w/o me having to start Outlook?
