Delayed-send feature suddenly won't work unless Outlook is running

I frequently use the delayed-send feature for emails and have never had an
issue with the emails sending as scheduled, regardless of whether Outlook was
open or closed down.

Last week I installed Live Meeting and the Live Meeting Conferencing add-in
which is now part of my Outlook account. There is a new "email account" for
Live meeting which is a MAPI account.

Suddenly, if I have future-delivery messages in my Outbox, I get the message
below if I exit Outlook.

<<There are unsent messages in your Outbox. To send messages, Outlook must
remain running and connected to the server.>>

I am running in non-cached mode and this only became an issue when I
installed the Live Meeting client and add-in.

Forgot to add... I am runnign Outlook 2003. Others in the office running
)ffice 2007 have the same issue.
