rundll32.exe issues

Basically my computer everytime it starts up atter 30
seconds or so just slows down and the freezes or starts to
move so slow that I think it has frozen. When I hit
restart an error message comes up saying

"Run DLL as App has encountered a problem

when hit more info. it say

"AppName: rundll32.exe Appver:5.1.2600.0
ModName.:3uvxvfwcodec.dll Modver:0.0.0.0 Offset: 00017ef4

Can anyone make sense of this
