I keep getting an annoying RUNDLL message that keeps
popping up it says that there is a error loading a file I
was wonder what I could to fix this. If there is a
program to remove it what is the name.

What's the file? Possibly you have spyware/adware or the remnants of
it. Without more info I would suggest you check for malware. Download
and update these programs before running them, then boot to safe mode
and run them:
