run in separate address space

In prior versions of Windows (XP at least) you could run a program in a
separate address space. I can't seem to find that functionality in Vista.
I'm running Vista Business 32 bit. I have one 16 bit program that I must
use for about another 6 months.

It has been in the 64 bit version but it still remains in the 32 bit
version. The program I'm using is 16 bit and runs under vista 32 bit.
