Run defrag and scandisk as non-administrator

Is there a way (registry edit?) to allow scandisk and defrag to by run by a
power user or regular user. I want to allow my users to run a scandisk, but
don't want to give them Administrator rights.
Any help will be appreciated.

Defrag using built-in defragmenter requires Admin rights. No way around it.
