run a dll as an app error

when i attempt to change my wallpaper by right clicking
my desktop and selecting properties/desktop i get the
message run a dll as an app error app name is
rundll32.exe. this file is in my windows/system32 folder
and its date has not been altered recently.
any assistance would be appreciated.
