Why does the rules wizard not appear in the tools menu in my 2003 outlook?

How can I get it to appear??

Tools, Rules and Alerts... if there is a set of arrows at the bottom of the
Tools, menu, click on them.

It's called Rules and Alerts... not Rules wizard. If it's not present, I
would either reset the toolbar or delete outcmd.dat and restart outlook.
Unless you are in a corporate environment and the admin removed the
capability.

paste this in the address bar of Windows Explorer :

%USERPROFILE%\Application Data\Microsoft\Outlook

outcmd.dat is a hidden file in that folder. This should allow you to see it
without changing your hidden file settings in Tools, Fodler Options, view.
