Rules wizard in outlook not active

I am using MS outlook 2000 on a Windows XP computer. Some days ago the
rules wizard menu, that normally can be reached trough 'tools' simply
disappeared. In tools there is also an organize function that has a
link to the rules wizard. This link is clickable, but nothing happens.

I tried reinstalling outlook, did not fix it. Does anybody has a
solution.

Check Help > About Microsoft Outlook. Is there a disabled items button? If
yes, select it and then see if the Rules Wizard is listed.

The other place to check is Tools > Options > Other tab > Advanced Options >
Addin Manager. Make sure that the Exchange extensions (there are 2 of them)
are checked.

If this doesn't work, post back. I can load Office/Outlook 2000 and give
better advice since I'm pulling this from memory.
